The CRC designed roofing project are placed out for bid using a pre-approved list of contractors certified by the specified roof system manufacturers. The bid process can be public or private. A pre-bid meeting and roof top walk should be included in the bidding process either by the client or by CRC. CRC recommends when possible for the bid offers to be submitted in private and reviewed by the client and CRC rather then having a public bid opening unless there is a requirement by law such as for schools or other institutional owners.
Bid proposals are reviewed to see if the contractors bid meets the contract requirements, including specified materials and the project's time line including start and completion dates. In addition, the contractors resume is reviewed, and if a construction and payment bond is required, checking to see it is submitted and in order along with copies of the contractor liability and worker comp insurance and roof top safety plan.
It is not uncommon for roofing contractors to include some form of value engineering and these proposals can be reviewed. The owner can pick the successful bidder based on low price or best value. CRC can review and approve project submittals as required by the contract documents to insure the contractors complies with the contract and specifications requirements prior to project start up.
